Emotional Recovery & PGB Funding

Understanding your options for personalised support in the Netherlands.

Emotional recovery is not always a straightforward process. Here is how personal support and funding routes fit together.

Emotional recovery and personal support

People experiencing prolonged stress, family difficulties, institutional injustice or major life changes may find it increasingly difficult to manage everyday responsibilities. They may struggle with planning, concentration, communication, social participation or maintaining structure in their lives.

At YFOEX, we recognise that emotional well-being and practical independence are closely connected.

Our support programmes aim to strengthen everyday functioning while addressing the psychosocial challenges that may be contributing to a person's difficulties.

Can emotional recovery support be funded through a PGB?

In some circumstances, yes.

A Dutch Personal Budget, known as a Persoonsgebonden Budget (PGB), allows eligible individuals to arrange approved care or support through a provider of their choice.

However, PGB funding is not granted simply because someone wants emotional recovery coaching. Eligibility depends on the actual support needs, the relevant legislation and an individual assessment.

How can you explore PGB funding?

  1. Identify your support needs

Consider which everyday activities are difficult, what support is already available and where additional guidance is necessary.

  2. Contact your municipality

Adults can report their support needs to the Wmo department or local social support team. Parents can contact the municipality about appropriate youth support.

  3. Request an individual assessment

Explain how the difficulties affect everyday functioning and which outcomes the proposed support should help achieve.

  4. Discuss the available support options

The authority considers the appropriate form of support, including whether an eligible PGB is possible and whether the proposed provider meets the applicable conditions.

  5. Arrange approved support

Once the necessary authorisation and agreements are in place, eligible services may begin in accordance with the approved support plan.

How YFOEX can assist

YFOEX can help individuals clarify their support needs, describe the impact on daily functioning and prepare for discussions with the relevant authorities.

Where appropriate, we can develop a proposed individual support plan that distinguishes necessary social guidance from optional coaching and recreational activities.

Our aim is to help people understand their options and access suitable support without making unrealistic promises about funding approval.
